MINUTES OF THE PARISH COUNCIL MEETING HELD IN THE WANSFORD COMMUNITY HALL ON MONDAY 20TH OCTOBER 2014 AT 7.30 P.M.

3. Planning:14/01587/HHFUL – Consultation on Householder (Full)

2 storey building linked to main dwelling house at first floor and single storey rear extension at 3 Yarwell Road, Wansford PE8 6JP – No objections raised.

 

14/01728/TRE – Consultation on Preserved Trees Application – Beech TP1, TP2, TP3, TP4 and TP5 – remove lowest branches, crown lifting of 1979_09_W01 at 9 Black Swan Spinney, Wansford, PE8 6LE – will be guided by PCC Landscape Officer.

 

14/01716/MMFUL – Consultation on Minerals/Waste Application (Full) – Limestone extraction and restoration on Land at Leicester Road, Wansford – Objections raised Noise/Pollution/Traffic – letter with objections and request application goes before Full Planning Committee to be forwarded to PCC.  Cllr Lamb will also speak with planning.

 

14/01670/HHFUL – Consultation on Householder (Full)

Construction of first floor front and 1½ storey rear extensions, external rendering and detached double garage at 17A Old Leicester Road, Wansford, PE8 6JR – No objections, will be guided by PCC Planning Officer.

4. Minutes of the meeting held on 8th September 2014: It was agreed that the minutes should be approved and signed  
5. Matters arising from the Minutes: Response to our letter to be sought from P Tebb, PCC following our walk around the village.  Cllr Lamb will speak with him re feedback.

 

Grit Bin – this will be pursued, junction Nene Close/Old North Road is hazardous therefore look at re siting grit bin near road junction.

 

Boundary Change – following negative response from Yarwell Parish Council it was agreed that a personalised letter would be sent to those properties just over the bridge and await response.

6. Finance: Invoice Parish Clerk – Salary September – £216.66

Peterborough City Council Planning Application for Play Area Nene Close – £195.00

It was agreed that above invoice should be paid and cheque sent to PCC re planning application.

 
7. Leasing of Land – Nene Close update: Planning Application to be completed, Tree Officer to visit site and meet with Cllr Stannage, further clarification to be sought from solicitor on fee quoted (final figure) required to complete on our behalf. Cllr Stannage/Parish Clerk
8. Toddlers Play Area: Response to questions from Grantscape to be answered.  Cllr Stannage had a meeting with Nene Valley Tots who are raising extra funding to cover additional costs.  An article is being placed in Living Villages for sponsoring a fence panel.  Cllr Lamb requested we write to her and Cllr Holdich to sponsor. 9. Village Notice Board/Map: Nothing further to report, Laura Fox-Clipsham seeing through to conclusion.  
10. Correspondence: Litter/dog bin issue near seat by the Church.  Needs to be designated “waste only” Cllr Lamb will speak with Amey on our behalf.

 

No cold caller signs – this has been raised before (PCSO reported when asked thought window stickers was the current route).  We would prefer signs on lamp posts rather than window stickers.   Cllr Lamb suggested we spoke with Brian Rowcroft from PCC in the first instance.

 

Website domain – agenda item for next meeting.

 

Councillor Vacancy – we have been advised by PCC that we can co-opt for the vacancy – Parish Clerk to put on website/notice board.

11. Matters for Consideration: None  
12. Reports from Councillors: Question asked – reports that go into Living Villages do not go on website – report is a resume of the actual minutes which do go on the website – do we need to re look at what we put on website?

 

Black Swan Spinney – Cars are being left daily from 7am to 7pm (it appears it is mostly car sharers parking their cars in a safe place) residents are fed up and have asked if something could be done i.e. signs “Permit Holder Parking Only” or “Residents Parking Only” – Cllr Lamb advised that we contact Brian Rowcroft from PCC in the first instance.  Residents advised that vehicles that had been left unattended for a couple of days had been reported to police who had said could do nothing about it (petrol cans were visible in the vehicle).  Parish Clerk to write to Carole Aston (Police) re “Law of Obstruction”.

 

Light by Church obscured by foliage at 3 Yarwell Road, request trees trimmed back as overhanging on the pavement (Mr and Mrs Player).
