      Extension of the Parish boundaryAn open meeting, which preceded our December meeting, was well attended by Yarwell residents wishing to discuss our proposal that the Wansford Parish boundary should be extended to include the 5 properties and the Surgery which are at the Wansford end of the Yarwell Road. We had contacted Yarwell Parish Council to inform them of our suggestion and request their agreement that we could proceed by contacting the residents involved and the Surgery to seek their response to the proposal. Our Chairman apologised that contact had been made in the absence of any agreement from Yarwell Parish Council and we would be sending them a formal letter regretting that this had happened and offering our sincerest apology. Our reasoning for the extension of the boundary is that the residents would be better served by being in Peterborough since it would be a short and relatively simple extension of their responsibility and, Peterborough, being a Unitary Authority, represents only one layer of government. At present, East Northants is a layer below Northamptonshire County Council who seem to have little interest in servicing a handful of properties at the easternmost boundary of the county. For example, as one of the Yarwell residents pointed out at our meeting, why should they have any interest in putting better lighting on the stretch of Yarwell Road leading up to the Surgery from the present boundary along which only Wansford residents would ever be walking. As the East Northants Councillor present explained to us, contacting Northants C.C. or East Northants is of no avail and the only route for getting anything done was through her. We welcomed this clarification and looked forward to closer co-operation between our parishes as well as between Peterborough City Council and East Northants through Northamptonshire County Council.  It was agreed that the whole idea would be dropped if the residents and the Surgery expressed the wish to stay on the other side of the present border. A farmer whose land might be dissected by any proposed boundary line stated that he, certainly, would want all his land to remain part of Yarwell Parish.

3. Theft of Oil, Nene Close:  A number of residents from Nene Close had come to the meeting to hear the response of the police to concerns over the theft of heating oil from properties in Wansford over a period of 3 weeks in November – despite requesting attendance by the police at our meeting no one attended.  The police had previously been alerted to a vehicle that had been left unattended in Black Swan Spinney which had been there for a couple of days (plastic drums were visible in the vehicle).  The oil thefts have left residents throughout Wansford feeling vulnerable and unprotected and the Parish Council agreed to write to the Police Commissioner expressing, in the strongest possible terms, our dismay at the lack of response and action over this matter. 

12 garages owned by Cross Keys Homes have been broken into in recent months – not enough light around this area (vehicles can park up unnoticed) – it was suggested that we write to Cross Keys inviting them to a Parish Council meeting to discuss some form of deterrent i.e. improved lighting.


Parking in Nene Close – when PCC came along there were no vehicles parked up, Cllr Stannage asked if residents could over the next few weeks take photographs that can then be forwarded to PCC to show them the extent of parking issues.

4. Planning:14/02009/TRE Preserved Tree Application to Fell T1 Ash, Remove T2 and T3

Larch at 3 Black Swan Spinney, Wansford PE8 6LE – no objections raised.


14/01980/FUL – Demolition of existing bungalow and rebuilding new dwelling at 3 Robins Field, Wansford, PE8 6JW – no objections raised, Parish Council impressed with detail of plans.


14/01991/HHFUL – Proposal for a single storey extension to the rear of 37 Old North Road, Wansford PE8 6LB – no objections, would like to check with Landscape Officer that information re conservation area is correct?


14/01599/CTR – Re pollard large Weeping Willow, raise crown on line of Red Horse Chestnuts to give adequate clearance to enter garage and trim back to clear roofs (approx 1m), reduce Conifer by 50% and fell Beech tree at The Stables, Old Leicester Road, Wansford – no objections raised.

5. Minutes of the meeting held on 10th November 2014: It was agreed that the minutes should be approved and signed  
6. Matters arising from the Minutes: Cllr Vacancy – response received “Co-option of Councillor” to be an agenda item for January meeting.


Litter Warden – Cllrs Pearson and Stannage will attend SCS Parish Council meeting on 6th January.  Parish Clerk will arrange for agenda to be forwarded to them.


Litter Bin – Cllr Stannage met with Amey – request made for a basic litter bin near the bench and a dog bin to be sited close to the sign on the green, PCC to sanction.


Cycle Way – request to be made of Rights of Way Officer “can we upgrade to a bridleway”.


A1/A47 Roadworks – Parish Clerk to request copy of Traffic Model Data for the Parish Council to review and request a meeting with Parish Council Chairman to discuss our concerns.

7. Finance: Invoice Parish Clerk – Salary November – £216.66

Invoice Parish Clerk – Expenses Sept/Oct/Nov 2014 – £117.24

It was agreed that above invoices should be paid.  It was agreed that Cllrs Handley and Thorley would be added on to the Bank Signatories list, Parish Clerk to sort.

8. Leasing of Land – Nene Close update:  Solicitors awaiting response from PCC.  Planning application to be submitted once Landscape Officer has carried out visit.  Cllr Stannage
9. Toddlers Play Area: Ongoing.  
10. Village Notice Board/Map: Nothing further to report, Laura Fox-Clipsham seeing through to conclusion.  
11. Correspondence: Letter from PCC re Precept 2015/2016


Gigaclear – Representatives from the Parish Council had attended a meeting with

Gigaclear, a company which provides high speed fibre optic broadband to villages.

They intend to run a cable through Wansford and on through Yarwell and

Nassington to Kings Cliffe.  Spurs from this would service all Wansford with a

constant internet connection speed of at least 50Mb/s.  They will be contacting

residents with details and connection costs and if 30% or more of us sign up, they

will proceed with laying cable – full details from Gigaclear via a leaflet drop soon.
