3. Co-option of Councillors:

Mrs Fox-Clipsham and Mr Meredith were in attendance.

Cllr Stannage proposed Mrs Fox Clipsham, seconded by Cllr Pearson.  Declaration of Acceptance of Office was signed by candidate and Parish Clerk.

The Parish Clerk will forward copies of signed declarations to PCC.  The Clerk will email a copy of Members Interest forms to each new Cllr for completion and submission to PCC.  Both Councillors then joined the other members of the Parish Council from the public area.

4. Planning:

13/01374/WCMM and 13/01372/WCMM Consultation on Without Compliance (Mineral/Waste) – For more efficient onsite operations – No development (including the servicing maintenance or testing of plant), other than pumping operations for the removal of water from the excavations, authorised or required by this permission shall be carried out on the site except between the following times: 0700 – 1800 hours Mondays to Fridays and 0700 -1300 hours Saturdays

There shall be no development on Sundays, Bank Holidays or national holidays.

Between 0530 and 0700, 1800 and 1900 Monday to Friday, 0700 and 0800 on Saturdays operations shall be limited to loading vehicles from stockpiles, traffic movements associated with the collection of minerals and associated environmental control and administrative activities at Cooks Hole, Leicester Road, Thornhaugh, Peterborough.


Response to PCC – The Parish Council are not in favour of application and feel it is “totally unacceptable to start at 5.30 a.m” – if planning officer minded to accept application would ask that application be referred to full planning committee.




5. Northamptonshire Minerals & Waste Development Framework Partial Review: Minerals & Waste Local Final Draft Plan (Proposed Submission):

Cllr Clarke reported on the above plan.  Very little that affects Wansford.  Reference extraction of clay near Nassington, vehicles would leave through Kings Cliffe site where HGVs might leave by turning right along Wansford Road.  Road from Kings Cliffe to A47 past site has recently been improved  – sign is still there.   Above comes under NCC although planning consent by ENC, Peter Tebb will be speaking to highways, note to be sent to Peter to remind him.  Cllr Clarke will draft a response for online report (High Importance) to be sent.

6. Minutes of the meeting held on 17th July and 9th September2013:

Cllr Stannage proposed he minutes from both meetings approved for signature, seconded Cllr Pearson.

7. Matters arising from the Minutes:

Hedgerow Act – Parish Clerk to request again a copy of said Act.



8. Finance:

Invoice Parish Clerk – Salary September – £216.66

Invoice PKF Littlejohn – Annual Audit – £120.00

All Councillors approved for payment to be made.


External Auditor Report – “on the basis of our review, in our opinion the information in the annual return is in accordance with proper practices and no matters have come to our attention giving cause for concern that relevant legislation and regulatory requirements have not been met”.

9. Leasing of Land – Nene Close:

Management Plan has gone forward to PCC, need to pursue Legal Department at PCC.



10. Toddlers Play Area:

As above – will be pushed by Parish Council until in place.

11. Village Notice Board/Map:

Still progressing.

12. Correspondence: Emails received concerning the following –

Hedgerow on Old Leicester Road, like to see gateway to the village improved.  Some PCC highways work has been done there.  Footpath dug up initially by vitesse, reinstated to a degree then promptly dug up by electricity company, reinstatement was not good.


From corner of Old Leicester Road stretch of footpath needs to be reinstated by vitesse – need to follow up.  Where underground electric cable started this area should be reinstated by electricity company that did the work.


Remedial work on hedgerow – ditch (soak away) water will not drain away as verge is higher, water has always stood on this stretch of the road.


Drain opposite Paws & Claws is all blocked up i.e. pipe work.  Will be redoing road markings at some time, can these areas be looked at, at same time.


Gulleys blocked on old end of Old North Road.


Gateway side (big wide strip painted across road has never been done, should be pink).


Verge southside of the road very overgrown 3 to 4 hawthorn and elders, get cut back from road line but no more than that.  Agenda item for next meeting.


More effort into putting faster broadband into the village.


Speeding – being looked into.


Mains Gas into the village.  Surveys have previously been carried out.  As a starting point further letter to be sent to British Gas.


Expectation of living in Wansford, views from residents.



13. Matters for Consideration:

Meeting on 1st October with Highways – the following was discussed:

Resolving issues re HGV’s using bridge, discussion re 7.5T weight limits

Parking in Village, no parking zones

State of Repair of Bridge

De trunking Old North Road and Bridge End

Speed limit in the village, how would we be able to get 20mph speed limit in the village


Meeting on 1st October with Nick Harding and Anne Keogh from Planning – affordable housing:

Indication that some thought of building affordable housing in Wansford

North of village towards stream (looking to build 8 affordable houses) 5 would have been better.  NH looked at site, unable to meet any criteria and Seeds Field end of Old Leicester Road – needs to be an identifiable need.  Look at another survey being completed (Cambs Acre).

Little Chef area, there was an application to put affordable house on but did not progress particularly because of access issues.  Understand now has been bought by firm of architects who propose to change to offices etc.  They will come and talk to PC at one of our meetings before submitting any plans.



14. Reports from Councillors:

Committee looking into Travellers sites, want to use site already in place (Wansford suggested) do away with lorries and have temporary site there?


Association of Chief of Police – looking at 20mph speed signs in more areas.
