THE MINUTES OF THE MEETING HELD IN THE WANSFORD COMMUNITY HALL ON MONDAY 10TH MARCH 2014 AT 7.30 P.M.

1. Apologies for Absence: Cllrs Pearson and Holdich, PCSO  
2. Declaration of Interest: None  
3. Planning:14/00306/TRE – Consultation on Preserved Trees Application to Fell 1 x Acacia at 4 Old North Road, Wansford PE8 6LB – the Parish Council will be guided by PCC Tree Officer in this respect.

4. Minutes of the meeting held on 10th February 2014: Cllr L Fox-Clipsham proposed minutes were signed, seconded Cllr Meredith, all Councillors in agreement.  
5. Matters arising from the Minutes: 30mph signs for bins – Cllr Meredith has a supply.

 

20mph – SCS Parish Council will work with WPC.  Clerk to speak with Elton PC.

 

Speedwatch – Cllr Stannage to advise clerk of third person, clerk will then arrange for training.

 

Grit Bin Nene Close – clerk to ask PCC to ensure bin is filled.  Suggested notice for bins “Only for use on Public Highways and Footpaths”.

 

Footpath Nene Close (Handrail) – PCC to be advised handrail required on steps only not full length of footpath.

 

Street Light Doctors Surgery – awaiting response from Yarwell PC whose next meeting is scheduled for June.  Parish clerk liaising.

 

Flooding – Cllr Stannage will take photos of area which will be forwarded to PCC for clarification on re-inspection date of work carried out by Vtesse.

6. Affordable Housing, Mark Deas, Cambridgeshire Acre:Mark explained his role within CA.  Works on behalf of partnership within 5 local authorities and 10 housing associations dealing with affordable housing for local people in areas, can be rented or shared ownership.

 

Mark how explained how full process worked and information left with the Parish Council.  Survey will be considered and paid for by Accent Nene.

 

The Parish Council agreed would like to progress to the next stage whereby a survey is carried out.

 

Mark will forward draft letters for our perusal – once returned from ourselves he will arrange for letters to be completed and sent out to all residents in the village.

 
7. Finance: Invoice Parish Clerk – Salary February – £216.66

Invoice Parish Clerk – Expenses – £104

Invoice Royal British Legion Christie Hall – £1010.00

Living Villages Magazine – £120.00

All Councillors approved payments to be made.

Risk assessment signed off.

 
8. Leasing of Land – Nene Close: Clerk to speak to JC by end of week, confirming finer points, look seriously at costs.

 

 
9. Toddlers Play Area: Meeting of TEA within next 5 weeks.  Application to be submitted for funding asap.  
10. Village Notice Board/Map: Pending  
11. WPC Elections:A reminder that Cllrs will have re-apply if they wish to stand as Parish Councillors.  Cllr Stannage will put a note in Living Villages reminding people of elections on 22nd May 2014.  Parish Clerk to ascertain:

  • When forms for councillors will be available
  • Date completed forms have to be returned
  • Date we will know if there is to be an election

15. Dates of next meetings in the Community Hall:Monday 14th April 2014 and Monday 12th May 2014 (Annual Parish Meeting and normal Parish Council Meeting)
