THE MINUTES OF THE MEETING HELD IN THE WANSFORD COMMUNITY HALL ON MONDAY 10TH FEBRUARY 2014 AT 7.30 P.M.

The Parish Council had been advised of the death in January of George Russell a previous Parish Councillor, and offered their condolences to his family.

  Action:
1. Apologies for Absence: Cllrs Clarke, Forward, Holdich, Lamb and PCSO  
2. Declaration of Interest: None  
3. Planning:No new planning applications received.

 

Clerk to ascertain what is legal format regarding planning applications received in between meetings i.e. previous application reported on, PC meeting held on 10th, further request for information (alteration/adjustment to plan and no information sent to neighbours) received on 11th  therefore more than 21 days before next meeting.  If we request an extension of time this would undoubtedly hold up application.

4. Minutes of the meeting held on 13th January 2014: All Councillors in agreement for minutes to be signed.  
5. Matters arising from the Minutes: PCSO’s – awaiting information re signs/stickers.  Advert placed for nominees to be trained for Speedwatch, one nominee received, Cllr Stannage put his name forward also – when we have 3 nominees will send details to PCSO for training to be scheduled sometime in April.  It was also agreed that we would contact our neighbours SCS to see if they would be interested.  Letter to be sent to SCS Parish Council re 20 mph signs saying Wansford PC looking to embrace this would they be interested in working together.

 

Housing Survey – Cambridgeshire Acre have been invited to March meeting to carry out presentation before survey is sent out.

 

Footpath into Nene Close, overgrown vegetation – has been reported again, Parish Clerk to follow up.

 

Grit Bin – larger bin requested – Parish Clerk to follow up.

 

Street Light Doctors Surgery – Parish Clerk has forwarded all information to Yarwell PC to see if they can help with request – awaiting response from Yarwell PC.

Neighbourhood Plans – no responses as yet.

 
6. Finance: Invoice Parish Clerk – Salary January – £216.66

Invoice Community Hall honorarium – £350.00

Invoice St Mary’s Church Floodlighting – £120.00

All Councillors approved for payments to be made.

 
7. Litter Warden:The village has been without a litter warden since George Wingrove retired.  The post was last advertised in 2009 and although 2 applications were received both applicants turned down the position.  It was agreed that we would not do anything for a few months and look at advertising the position again sometime in the future – at this juncture Cllr Pearson volunteered his services to take on the role for say 6 months to help us establish exactly what hours would be required etc.  Towards the end of this period the Parish Council would then advertise the position again.  The Parish Council thanked Cllr Pearson for offering his time, much appreciated.  
8. Leasing of Land – Nene Close: Email received from PCC querying item on page 12 of management plan “states that Wansford Parish Council will agree with PCC who is responsible for inspecting and funding the maintenance of the play equipment and any other additions which the Parish Council may add to the open area”.

 

Response re Aim 2 – “Wansford Parish Council would like PCC to be responsible for maintaining the trees and shrubs and check safety of features on site such as benches, disused water pump”.

 

Response re Aim 3 – “Replacements and upgrades of equipment Wansford Parish Council following report from PCC”.

 

Question to be asked of PCC “can we lease a piece of grass land with nothing on it, can we lease land anyway in the first instance and decide what to do with it once leased”.

 
9. Toddlers Play Area: Pending above.  
10. Village Notice Board/Map: Cllr Stannage asked “should we obtain services of graphic designer.  Cllr Fox-Clipsham suggested perhaps we put out as a Special Project for school/college to help students towards their exams.  All Cllrs agreed this was a good idea; Cllr Fox-Clipsham will take on board and progress. 11. Correspondence:PCSO report noted.  
12. Matters for Consideration:Email from resident re flooding.  Cllr Stannage will respond to email.  Parish Council to determine whether it is designated path (mettled surface), who laid path and why. Cllr Stannage/Parish Clerk
