MINUTES OF THE PARISH COUNCIL MEETING HELD IN THE WANSFORD COMMUNITY HALL ON MONDAY 13TH JUNE 2016
AT 7.30 P.M.
Present: Cllr R Clarke
Cllr M Handley – Vice Chair
Cllr D Johnson
Cllr J Stannage – Chairman
In Attendance: Wendy Gray, City Cllr D Lamb, 4 members of the public were also present
|1.||Apologies for Absence: Cllrs Garner, Pearson and Thorley|
|2.||Declarations of Interest: None|
|Mr Chambers wanted to pass on his thanks to the Parish Council for arranging for the new cold calling signs to be replaced. Thank you for making the signs happen.|
16/00818/ADV – Four internally illuminated fascia signs, 1 x internally illuminated totem sign and 1 x externally illuminated fascia sign at ArcHaus, Peterborough Road, Wansford PE8 6JL – no objections to the illuminated fascia signs but object to the illuminated totem sign, totally inappropriate as being detrimental to the visual impact entering the gateway of our village conservation area. We would have no objection to a lower sign, say 1.2m high indicating the entrance. A combined sign for the houses, Archaus and Ducati would be sensible.
16/00872/FUL – Change of use of ArcHaus ground floor from B1(a) to a mixed use of B1(a) (Office) and Sui Generis (Motorcycle showroom) and construction of new workshop (B2) adjacent to existing building amendment to include extension in the form of a wash bay at ArcHaus, Peterborough Road, Wansford PE8 6JL – in principle we have no objection but should have full facilities in place for drainage, meeting requirements for pollution and contaminated waste etc.
16/00897/HHFUL – Inclusion of previously permitted patio area into living area and extension of open rear patio area (part retrospective) at 14 Old North Road, Wansford PE8 6LB – object to this application, area is over developed, overlooking neighbours, incorrect statement what has or what has not been permitted, object to permission being ignored appear not to be complying with previously approved permissions. Further review by Planning Officer should take place in light of previous permissions that have not been applied to.
16/00966/CTR – Remove Ash tree at 15 Old Leicester Road, Wansford PE8 6JR – no objections, will be guided by Tree Officers recommendations.
Re-Consultation 16/00818/ADV – Four internally illuminated fascia signs, 1 x internally illuminated totem sign and 1 x externally illuminated fascia sign at ArcHaus, Peterborough Road, Wansford PE8 6JL – as above.
|4.||Minutes of the meeting held on 9th May 2016:
Cllr Clarke proposed, Cllr Handley seconded and it was agreed that the above minutes were a true and accurate record and that Minutes should be signed.
|5.||Matters arising from the Minutes: None.|
Wendy Gray – Salary June 2016 – £233.33
Wendy Gray – Expenses – £111.79
Knibbs Gardening Services – Litterpick May/June – £100.00
The above payments were approved.
|7.||WI Centenary Donation:
Ongoing – looking at completion by end of summer.
Flashing signs – we obtained enough data i.e. the amount of speeding in the village is small, less than the regional average, worst area is Yarwell Road, Old North Road has improved. If had 20mph speed limit in the village would reduce the need for a flashing sign. Cllr Clarke has written to Peter Tebbs, Highways, enclosing map asking what the procedure is and how we move forward (official route) but as yet has had no reply. Cllr Lamb will enquire of Peter Tebb at meeting in the village on (Tuesday 14th).
Brian Watts and Lisa Chambers had come along to give background information into the situation re the rent increase for Christie Hall. The committee have been involved in long negotiations with the Royal British Legion and the end result is that for Wansford the annual rent contribution to Christie Hall would increased by £436 next year.
Cllr Stannage proposed that the Parish Council pay the increase in rent and we put a proposition forward i.e. go to the Christie Hall Management Committee to further discuss way forward within the Christie Hall, seconded Cllr Clarke, all in favour.
|10.||Andrew’s Quarry (4×4 activities):
Another application (not formal) i.e. permitted use, have not been abiding by the rules. Response required by 16th June, would be useful if Parish Council respond.
|12.||Matters for Consideration:
Contribution to Queen’s Birthday Garden Party (for Wansford & Stibbington Residents) – Cllr Stannage reported on the day’s events and enquired of the Parish Council if they would consider contributing towards the hiring of the venue for the day i.e. £350. 90 people were in attendance, quite a few from Wansford i.e. more than Stibbington. Cllr Clarke proposed, seconded Cllr Johnson all in favour that the Parish Council would underwrite the event up to a maximum of £300.
|13.||Reports from Councillors:
