MINUTES OF THE PARISH COUNCIL MEETING HELD IN THE WANSFORD COMMUNITY HALL ON MONDAY 13TH NOVEMBER 2017 AT 7.30 P.M.

  Cllr Stannage welcomed everyone to the meeting. Action:
1. Apologies for Absence:  Cllrs R Clarke, D Johnson, City Cllr D Lamb, Sgt R Passam

3. Picnic Site:

PCC Legal Department ask for advice on way forward, what we can and cannot do with the Localism Over the Picnic Site, also speak with Diane Lamb who is best person to contact.

4. Planning:

17/01958/FUL – Construction of two dwellings on Land To The North Of 15 Nene Close Wansford –

1. Wansford Parish Council would recommend that all windows on northern side should be frosted glass.

2. Wansford Parish Council are concerned that parking seriously hampers access to the far end of Nene Close for construction traffic, emergency vehicles and any new housing. 

The Parish Council would hope that all neighbours have been consulted. 

17/02024/HHFUL – Construction of infill porch and double garage to front.  Replacement of timber cladding and windows to front elevation at 11 Old Leicester Road Wansford Peterborough – Wansford Parish Council have no further observations to make but would hope that all neighbours have been consulted and in agreement with changes.

Land at 21 Nene Close – response to be sent to potential purchaser “Wansford Parish Council are unable to make any observations at this moment in time without sight of Planning Application”.

5. Minutes of the meeting held on 9th October 2017:

All in agreement that the above minutes were a true and accurate record and that Minutes should be signed as such.

 
6. Matters arising from the Minutes:

Defibrillator – request for someone from Community Heartbeat to attend our meeting in October – unfortunately no one available at this time, will request for possible attendance at December meeting.

7. Finance: 

Parish Clerk – salary (October 2017) – to be approved at next meeting.

Outdoor Inspection Wansford Play Area – £272.72

Fairhurst Estates – Christie Hall Rent March 2016 to March 2017 – £3,130.34 –

Agreement letter also signed.

All above approved for payment.

 

 

 

 

 

 

8. Wansford Community Hall:

Need to get information in by 6th January to obtain grant application etc.

 
9. Christie Hall:

Lisa Chambers (Vice Chairman) has taken over temporarily as Chair person.  Meeting in February 2018 to elect new Chair person.  2 further resignations received (no longer want to be on the committee) , 2 groups not now using the hall.

 
10. Highways:

a)20 mph – new ADVERTISEMENT put in should say draft prior to changes.  ONR is a must for 20 mph.

b)Declassification (road signs) – established need new road signs “local traffic” information should go into Living Villages.

c)Markings in the Centre of the Village – no correspondence received back following emails – Bridge Area and whole of village needs road markings re done – Cllr Pearson will resubmit to Peter Tebb what was sent before copying in Simon Machen/Andy Tatt.

d)Road Surfaces – give way signs (when come up to sign cannot see “eye level” – no light/pitch dark, good light on NE side of the junction!!

13. Peterborough Local Plan Update:

I wrote to you in September to inform you that the Proposed Submission Local Plan had been published as part of the Planning and Environment Protection Committee papers. With the final stage of public consultation expected to take place in November 2017.

However, a few days after the publication of the Proposed Submission Local Plan, Government launched an important consultation document entitled “Planning for the right homes in the right places”, which includes a proposal for a new standard method for calculating the housing need of a district.

This new methodology has resulted in a reduction in the housing need for Peterborough. Therefore, as a consequence of the late publication of new evidence by government, an alternative recommendation was presented that a decision on the Local Plan be deferred for a period of 2-3 months, to enable officers to:

·         fully appraise the new method for calculating housing need, and

·         bring back to Members a revised housing target and a subsequent revised set of proposed allocations.

 

The revised recommendation was endorsed by both Committees, and subsequently agreed by Cabinet.

I am writing to you today to report that the Proposed Submission version of the Local Plan is now ready for consideration, and has been published as part of the Growth, Environment and Resources Scrutiny Committee papers which can be viewed at the following link:

The draft Local Plan will now be presented Cabinet on 20 November and Full Council on 13 December. If approved the Local Plan will be available for public consultation in January 2018. You will be notified of the start date and will have an opportunity to submit any comments.

 

Previous Consultation Stages

In July 2015 work began on a new Local Plan for Peterborough. In January 2016 we consulted on the Preliminary Draft Local Plan which set out the broad distribution of growth between 2011 and 2036.

At this stage, the draft plan did not identify the precise sites required to deliver the housing and jobs growth targets. As part of the consultation process, the Council asked the public, developers, landowners, agents and parish councils to suggest sites for future housing and employment provision that are available and deliverable.

In December 2016 the Council consulted on the Further Draft Local Plan, which identified the preferred locations for growth for the first time. All comments received during the consultation period have been assessed and taken into consideration during the production of the Proposed Submission Local Plan and appropriate changes made to the Plan.

Since February 2017, further work has been undertaken, including re-assessment of all sites and detailed assessment of any new sites suggested as part of the Further Draft stage, and updating the evidence base where necessary.

 

Updated Proposed Submission Local Plan Timetable

The Proposed Submission Local Plan will be presented to the following meetings:

·   Growth, Environment and Resources Scrutiny Committee – 1 November

·   Planning and Environmental Protection Committee – 7 November

·   Cabinet – 20 November

·   Full Council – 13 December

Subject to Cabinet approval, Full Council will be asked to approve the Proposed Submission version for six weeks public consultation in November 2017, before it is submitted to Central Government who will appoint an independent Planning Inspector to carry out a public examination into the Local Plan.

Report of light out outside Pier Head, trim has gone from around it, dangerous.
