MINUTES OF THE PARISH COUNCIL MEETING HELD IN THE WANSFORD COMMUNITY HALL ON MONDAY 10TH NOVEMBER 2014 AT 7.00 P.M.

In Attendance:  Wendy Gray Parish Clerk, City Cllr D Lamb, Mr Garner, Simon Heaton and

Nick Bullimore.

 

Prior to commencement of Parish Council meeting an informal information exchange by Simon Heaton and Nick Bullimore of (approx 30 minutes duration) took place outlining and clarifying plans displayed, and to discuss the proposals with individuals present concerning 14/01716/MMFUL for Limestone extraction and restoration on Land at Leicester Road, Wansford.

3. Planning:14/01826/HHFUL – Extension and alterations to dwelling at 26 Old Leicester Road, Wansford PE8 6JR – no objections raised.

 

14/01902/ADV – Two non-illuminated totem signs at Sacrewell Farm and Country Centre, Great North Road, Thornhaugh, Peterborough – no objections raised – would request wording on signage is checked for correct spelling.

 

14/01371/HHFUL – Revised details relating to an application re Construction of 2 car garage with enclosed link to the existing house with roofspace above garage utilised for gym equipment at Rivermead, Bridge End, Wansford – we are happy with the revisions, have done what has been asked of them.

4. Minutes of the meeting held on 20th October 2014: It was agreed that the minutes should be approved and signed  
5. Matters arising from the Minutes: Response received to our letter from P Tebb, as most of the items are with PCC to carry out Parish Clerk to request updates for each meeting.

 

Boundary Change – Cllr Stannage will hand deliver letters to residents concerned – letter requests residents to come along to next Parish Council meeting which will is scheduled for Monday 15th December and to commence at 7.15 p.m.

 

Litter/dog bin issue near seat by the Church.  Bin had been sited, Cllr Lamb will speak with Amey again as there appears to be some misunderstanding.  Cllr Lamb to request Amey to call Cllr Stannage when in village so that correct bin is placed in correct area ie waste bin near seat, plus a dog bin to be placed near road sign near the Church if possible.

 

No cold caller signs – response received from PCC – request for PCSO’s to attend next meeting with agenda items (signage, neighbourhood watch, speeding and more detailed police report).

 

Parish Councillor Vacancy – no response received.

 

Letter to be sent to Mr and Mrs Player (Yarwell Road) re overgrown tree branches.

6. Finance: Invoice Parish Clerk – Salary October – £216.66

Litter Warden – £45.50

Planning Application Play Area Nene Close – £195.00

It was agreed that above invoice should be paid and cheque sent to PCC re planning application.

 
7. Leasing of Land – Nene Close update: Rowthorne’s Solicitors have been given a copy of the licence with the Parish Council’s amendments, they will now act on the Parish Council’s behalf liaising with Peterborough City Council.

8. Toddlers Play Area: Nene Valley Tots placed an article in magazine asking for sponsorship of fencing (20 panels) £100 per panel, sponsor’s details will be put on each panel.  
9. Village Notice Board/Map: Nothing further to report, Laura Fox-Clipsham seeing through to conclusion.  
10. Website: The Doctors Surgery, which used to use www.wansford.co.uk  is now usingwww.wansfordsurgery.co.uk as they had Wansford.co.uk, the Parish Council website was set up as www.wansfordvillage.co.uk.  If we are interested we may want to approach Drs Takhar & Nally to see if they are willing to sell/transfer the domain to us.  The only benefits are:1)      Wansford.co.uk and wansfordvillage.co.uk would point to the same site

2)      It stops any cyber squatters using Wansford.co.uk for nefarious purposes.

It was agreed that the clerk would write to the Doctors enquiring if this would be possible.

13. Reports from Councillors: Who owns the bridge (Yarwell Road) – Parish Clerk to speak with PCC.

 

A47 road changes will be disastrous, filter lane in from A1 to Peterborough, more traffic could come through the village.  Parish Clerk to write to Peter Tebb, Highways requesting a meeting with highways “can we have our say”.

 

Cycle Way to Peterborough from Wansford – would it be possible to update footpath to Nene Way to a bridleway.  Parish Clerk to write to P Tebbs, Highways in first instance.

 

Toilet block on picnic area (old A47) chained up – could PCC not do something about it – people coming off A1 to use public facilities.  Parish Clerk to write to P Tebbs, Highways in first instance and our local MP Shailesh Vara.

 

Community Hall – Cllr Stannage received letter from British Legion advising that they are not going to put forward a committee member as a representative.  Next meeting of the committee is Monday 1st December 2014.  Less funding from PCC may need to look at other resources in the future to help cover expenditure ie Rates, Electricity, Water Rates, Pack Testing, and Fire Testing.  Cllr Lamb will speak with Cllr Holdich to see if any funding available from their Community Fund.

 

Litter Warden duties – Cllr Pearson has for the last few months volunteered to carry out litter warden duties within the village to ascertain the need for a Litter Warden.  He has concentrated on the areas of Old Leicester Road, Old North Road, Peterborough Road and Nene Close.  A47/Old Leicester Road are too dangerous with heavy volumes of traffic.  It was agreed that we would pursue this with Sibson-cum-Stibbington Parish Council who are keen to have someone keeping the village clean of rubbish (joint venture).  The clerk will request as an agenda item at the next SCS Parish Council meeting in January when perhaps a councillor(s) from Wansford can attend.

 

JCB parked outside house on Old North Road (has been there for a long time with no apparent works being carried out) property looks in a state of disrepair.  Parish Clerk to contact Nicholas Harding (PCC Planning) to seek his views/if anything can be done.
