MINUTES OF MEETING HELD IN THE WANSFORD COMMUNITY HALL ON

MONDAY 10TH DECEMBER 2012 AT 7.30 P.M.

  1. Planning: 

 

12/01671/HHFUL – Porch to Front of 3 The Old Nursery, Wansford PE8 6JL. No objection.

 

Stonehill quarry: WPC have sent notification to NCC with detail of concerns and will attend the

Development and Control Meeting at County Hall, Northampton, on 18th

December 2012

 

Cooks hole:    WPC have notified PCC of their concerns and request the conditions applied to

The Planning consent be retained. WPC will attend the Inquiry on 8th January 2013

WPC have concerns over the import of inert materials for recycling and infill.

 

Cross leys:       WPC have forwarded their views to PCC

 

  1. Minutes of meeting held on 12th November 2012:

The minutes were approved and signed, all in favour.

 

  1. Matters arising from the Minutes:

 

Roundabouts – When our PCC representative informs us of when they are able to visit, we will  discuss the situation with the roundabouts

Underpass – Spring and Autumn clean-up to keep it maintained

 

  1. Finance:

Parish clerk salary – £136.64

Parish clerk expenses – £67.71

Cllr Burrows – reimbursement for printer ink cartridge – £18.00

 

  1. Leasing of Land – Nene Close:

We are still in the process of satisfying the PCC’s requirements for obtaining the lease. This includes the management plan.

 

  1. Toddlers Play Area:

Saturday 8th December 2012 saw us hold our ‘open morning’ at the community hall in regards to inviting public opinion of the proposed toddlers play area and improvements to the green itself. This was a successful session in which nearly all Councillors were present as well as our NVT representatives, Becky Eames and Jane Hunt. Residents were invited to respond to a variety of interactive displays regarding thoughts, ideas and concerns about the green itself and the play area. It was estimated that approximately 30-40 adults attended and 10 children within the 2 hour time slot. We were delighted with the response and thought it was a particularly positive event for the community as a whole. Becky, Jane and Cllr Burrows will be taking time between now and January’s council meeting to assess and collate the information and produce a report. We are also hoping to have consistent contact with the PCC at this stage to help us move forward.

 

The old damaged water pump on the green will need to be addressed and built in to our        management plan of the area. Improvement of the parking in Nene Close will also remain on our list of issues to be addressed.

 

  1. Village Notice Board/Map:

Cllr Clarke has been in discussions with PCC regarding digital maps for the village notice board. He obtained permission from the Electoral Governance Team for use of updated electronic maps of the Wansford area. It was also noted that Cllr Clarke thought rustic hand-drawn illustrative maps could also be quite appealing. Cllr Sortwell was not present to update on other progress, but this topic will remain on the agenda for January’s meeting.            

 

  1. Peterborough CIL Preliminary Draft Charging Schedule Consultation:

           

 

  1. Correspondence:

Nothing to report.

 

  1. Matters for Consideration:

It was brought to our attention by a resident, that there are overhanging trees over walkways in the village. There are also some trees obscuring street lights. The Council will action this problem by circulating letters to residents who are responsible for these particular trees/bushes to trim them back. If they do not action the request by a certain date, then the PCC will trim them accordingly.

 

Several Nene Close residents have reported dog fouling on the green in the close. The Parish Council will determine whether this is indeed a problem and to discuss whether we need to appoint a dog inspector.

 

  1. Reports from Councillors:

Cllr Burrows attended the free Cambridgeshire Funding Fair event held on Monday 19th November which was an all-day event. Cllr Burrows reported that it was an informative day with useful information on applying for funding grants and possible available grants. It was particularly of interest due to the current play area project.

 

  1. Dates of next meetings in the Community Hall:

Monday 14th January 2013 and Monday 11th February 2013
