MINUTES OF THE PARISH COUNCIL MEETING HELD IN THE WANSFORD COMMUNITY HALL ON MONDAY 9TH JANUARY 2017AT 7.30 P.M.

  Action:
1. Apologies for Absence:  Cllr R Clarke, PCC Cllr Diane Lamb and Parish Clerk W Gray.  In the Clerk’s absence, Cllr Pearson agreed to take the minutes of the meeting.

3. Picnic Site:

Police: It was agreed that a note should be sent asking for an update on the situation

Highways: We must ask for clarification on:

·       Ownership of the site.

·       Responsibility for rubbish clearance – who is clearing it now?

·       What their plans are for the site.

PCC: Our dismay that they will not enforce the planning order to remove the ramps made of hazardous waste from the property adjacent to the picnic site. This is to be raised with Simon Machen by John Stannage and Richard Clarke at their meeting with him on the 10th January along with other issues:

·       Lack of consultation.

·       Lack of action over: the disgraceful state of the road markings in the village centre and at the Old Pump House junction, maintenance of the old bridge and the A47 underpass and drains and issues concerning quarries.

·       Speed Signs/20 mph Zone.

·       A47 Dualling and plans for the A1/A47 interchange roundabouts

4. Planning:

16/02339/TRE – T1 and T2 Beech Trees of TPO 79/00009/TPO

– crown lift to 6-7m at 11 Black Swan Spinney, Wansford, Peterborough PE8 6LE.

We have no objections but will follow the advice of the Tree Officer.

5. Minutes of the meeting held on 14th November2016:

With the revision that Cllr Stannage would do the report for the April edition of the Living Villages Magazine, all Cllrs agreed that the above minutes were a true and accurate record and that Minutes should be signed.

 
6. Matters arising from the Minutes:

Apart from matters on the agenda, it was noted that the Sibson Garden Village project had not been selected by the Government and that Castor Parish Council had objected to proposed development adjacent to their village

 
7. Finance:

Wendy Gray – Salary December 2016

D Knibbs – Litterpick (December 2016/January2017)

The above payments were approved (assuming that they were in the region of previous payments and that the Clerk’s expenses for the period would be submitted next month).

 

It was proposed by the chairman, seconded by Cllr Pearson and unanimously agreed that the Litter Warden, could have his remit extended for specific work (such as leaf clearance) if agreed by the Parish Council and requested by the Clerk and that his remuneration could be increased up to a limit of £100 in any one month.

 
8. Precept 2017-2018

It was proposed by the chairman, seconded by Cllr Pearson and unanimously agreed that the precept should be an additional £500 extra to that for 2016-2017 to meet the cost of the sizeable rent increase for the Christie Hall and other relatively small costs.

9. WI Centenary Donation:

We are awaiting a quotation for the cost of installation of the handrail alongside the path from Peterborough Road to the Community Hall, work which could start in February. The lighting installation could then begin (It was noted that the Solar lighting was working again!).

10. Christie Hall:

There is to be a meeting on 10th January to finalise the lease and rental agreement making way for the grant to mend the roof to be secured.

 
11. Speed Signs/20 mph Zone in Wansford:

Cllr Clarke had produced a map with proposed locations for the 20mph signs. These were agreed. It was accepted that the 30mph sign at the eastern end of Peterborough Road gave little time to be observed and so the 20mph sign should be outside The White House.

 

 

12. A47 Dualling:  There was no news  
13. Correspondence:  All covered in above items.  
14. Matters for Consideration:  Can we generate measures to help Cllr Lamb get to our meetings now that she is temporarily disabled?  
15. Reports from Councillors:  There were none.
